| 本文基于1997-2016年中国省级动态面板数据，从产业结构升级视角实证分析了区域财政自主能力作用于碳经济绩效的影响机理。研究发现：产业结构升级在财政自主能力影响碳经济绩效中发挥了中介效应；在高分权地区，财政自主能力能够通过产业结构升级促进碳经济绩效的增长；在低分权地区，财政自主能力会抑制产业结构升级并对碳经济绩效产生不利影响。进一步研究发现，在非农产业占比与非国有企业占比较高的省（区、市）域，财政自主能力能够通过产业结构升级对碳经济绩效产生更强的促进作用。本研究结论能够对地方政府从自身财政自主能力推动产业结构升级，为实现区域经济增长和环境优化的协同发展的政策制定提供理论指导。 |

| Based on the provincial dynamic panel data of China from 1997 to 2016, this study empirically analyzed the mechanism of fiscal decentralization acting on carbon economic performance from the perspective of the industrial structure upgrading. Research showed that:the upgrading of industrial structure plays an intermediary effect on the effect of fiscal decentralization on carbon economic performance; in highly fiscal decentralization regions, fiscal decentralization can promote the growth of carbon economy performance through the upgrading of industrial structure; in regions with low fiscal decentralization, fiscal decent ralization can inhibit the upgrading of industrial structure, thus adversely affecting the performance of carbon economy. Further research showed that in provinces with a high proportion of non-agricultural industries and non-state-owned enterprises, fiscal autonomy can play a stronger role in promoting carbon economic performance through upgrading of industrial structure. This study is helpful for the local government to strengthen and guide the promotion effect of fiscal resource allocation capacity on green economic growth from the perspective of macro-governance of industrial structure. What's more, it also helps them to optimize the regional economic structure and industrial layout, and realize the coordinated development of regional economic growth and environmental optimization. |
