| 《长江经济带生态环境保护规划》出台已经近两年，在"共抓大保护、不搞大开发"的核心思想指导下，取得了一定成效，但也暴露出诸多问题。长江经济带的绿色发展不仅关系到沿线省市的发展质量，更是全国范围完成生态文明建设的重中之重。本文总结了《长江经济带生态环境保护规划》的实施进展与成效，以及在实施过程中存在的问题，并从区域统筹、结构调整、环境治理体系构建、环境治理能力现代化提升、空间管控、绩效考评等角度提出了下一步的工作建议。 |

| There are nearly two years since the issue of the "Eco-environmental Protection Plan of the Yangtze River Economic Zone". Under the core idea of "Jointly Protecting and not Engaging in Large-scale Development", some achievements have been obtained, but many problems have also been exposed. The green development of the Yangtze River Economic Zone is not only related to the development quality of the provinces and cities along the Yangtze River, but also the most important thing to complete the construction of ecological civilization nationwide. The progress and performance of the implementation of the "Eco-environmental Protection Plan of the Yangtze River Economic Zone", as well as the existing problems in the implementation process were summarized. And the proposals including the regional overall planning, structural adjustment, construction of environmental governance system, modernization of environmental governance capacity, spatial control and performance evaluation were put forward. |
